He formerly was a gentleman who would punish his prisoners in a fair way having them face their misconducts.
Long ago, once a wise warden and operates Gatoya Island in order to correct prisoners of their ill-intentional actions. However, being double-cross by a former friend despite his faith in changing him for the better, Tsutsuga falls in despair and demonize the entire compound. Now believing that all mankind is evil and persecute any prisoner one by one, even those that haven't done anything to deserve such disciple or commit them into doing so without proper judgement.
Once Arata Hinohara and Kotoha arrive on Gatoya Island Tsutsuga initiates his routine attempts at prejudging of any actions he considers offensive. Kanate and Ginchi are snatched by Tsutsuga's animated pipes, and forces them into fighting for their lives, regardless that none are going to be spare. Hinohara scolds Tsutsuga of his deplorable execution. Neutralizing Tsutsuga's Kamui with his Hayagami, instead slaying Tsutsuga approved by the other prisoners, Hinohara grasps the Saniwa imbued in Tsutsuga's chest. Syncing with each other's, Tsutsuga recognizes Hinohara's disarray as well, following Kadowaki and Suguru's betrayal. Overcoming the darkness, Hinohara claims that in spite of the bullying, he is still determine to believe in the faith of his friends. With the Saniwa release from his chest, Tsutsuga acknowledges Hinohara's belief and submits his soul to the Tsukuyo. Hinohara then uses the Saniwa restoring the island to its former glory and freeing the previous prisoners to their delight.
